Annotation. In justification of the timeliness and demand for measures of the current stage of reforming the Public Prosecutor’s Office in Ukraine, the criterion of the level of civil society’s trust in the Public Prosecutor’s office has been set, that fully conforms to the European standard of functioning of this institution in a democratic society.

Taking into account the unsatisfactory state of functioning of the existing model of prosecution authorities in Ukraine, from the point of view of the level of support provided by society, the priority measures for its reform were assessing the compliance of current prosecutors with the criteria of professional competence, virtue and professional ethics, as well as providing opportunities for other candidates who have appropriate training, hold positions in Public Prosecutor’s Offices at all levels.

Monitoring the success of this reform shows, at present, weaknesses in public communication between the key leaders of this reform and the still low level of civil society trust in the Public Prosecutor’s Office.

The purpose of the article is a comparative research of national legal systems in the Member States of the European Union with a high level of civil society trust in the justice system, concerning the formation of the staff of the prosecutor’s office, as part of this system, to determine the best vector for future development of the Public Prosecutor’s Office in Ukraine.

It has been highlighted the peculiarities of the legal policy on determining the qualification requirements for candidates for the position of prosecutor, selection procedures and professional training of prosecutors in the Member States of the European Union with a high level of civil society trust in institutions that provide due justice.

It has been established that a high level of civil society trust to the justice system is, to a decisive extent, a projection of a certain legal policies of these states, aimed at methodological academic and special professional training of the judiciary staff, including prosecutors. It has been concluded that the priority measures for the reform of the Public Prosecutor’s Office in Ukraine should be mediated at the present stage by staff reshuffle of prosecutors not by selective certification of current prosecutors, which has a one-time nature, but by systematic change of special training of candidates for prosecutors and further training prosecutors, in order to achieve a high level of their professional competence as an indicator of increasing the level of trust of civil society in the Public Prosecutor’s Office as an institution in general.
