Administrative and legal principles of implementing the principle of gender equality in the Armed Forces of Ukraine: domestic realities and foreign experience

The article examines the administrative and legal aspects of implementing the principle of gender equality in the Armed Forces of Ukraine, taking into account foreign experience. It analyzes the legal framework of Ukraine that ensures equal rights and opportunities for women and men during military service, identifies the main stages of its formation, and the peculiarities of its development in the conditions of the Russian-Ukrainian war.
The historical evolution of women’s integration into NATO countries’ armed forces is considered, particularly the creation of institutional mechanisms to ensure gender equality in the North Atlantic Alliance. The experience of Scandinavian countries in ensuring gender equality in the military sphere is studied, with special attention paid to Norway’s unique experience, where mandatory military service for women on equal terms with men has been introduced and specialized women’s special forces units have been created. The administrative and legal mechanisms for ensuring gender equality in the armed forces of France and Germany, which demonstrate significant progress in this area, are analyzed.
Special attention is paid to studying the administrative and legal mechanisms for ensuring gender equality in the military sphere, in particular, the legal framework, institutional mechanisms, gender mainstreaming tools, and measures to form a gender-sensitive organizational culture in the armed forces of different countries.
The current state of implementation of international standards for ensuring gender equality in the Armed Forces of Ukraine is analyzed, in particular, UN Security Council Resolution 1325 «Women, Peace and Security» and NATO standards. The main problems and prospects for the development of administrative and legal support for gender equality in the Ukrainian army in the conditions of the Russian-Ukrainian war and Ukraine’s Euro-Atlantic integration are identified.
Practical recommendations for improving the administrative and legal support for gender equality in the Armed Forces of Ukraine have been developed, taking into account foreign experience and national characteristics. Prospective directions for further research in the field of gender integration in the Armed Forces of Ukraine in conditions of war and post-war recovery are defined.
