The purpose of the article is the formation of the author’s vision of understanding the concept of administrative and legal support for the implementation of the principle of gambling with addiction (ludomania) and highlighting its elements. In accordance with the set goal, a complex of general scientific and special scientific methods of scientific knowledge was used: the dialectical method of scientific knowledge; general empirical methods (observation, comparison, description); methods of logic (analysis, synthesis, induction, deduction, abstraction, generalization, analogy, formalization, idealization); special legal methods (formal-legal, comparative-legal and systemic-structural).

During the research, the author singled out three groups of approaches to understanding the concept of administrative and legal support: representatives of the elementary approach consider this concept as a system, means, basis; while representatives of the praxeological approach talk about a certain process, activity and its results. The third group of scientists combines the previous two and suggests considering administrative and legal provision in two meanings: broad and narrow.

The author supported a different position and defined the administrative and legal support for the implementation of the principle of fighting gambling addiction (ludomania) as the activity of public administration bodies regulated by special legislation aimed at creating conditions for the prevention, prevention, diagnosis and treatment of gambling addiction (ludomania) among gamblers using administrative and legal means. Activity as a certain detection of objective reality consists of several elements: the subject of the activity, the object of the activity (influence), the purpose of the activity, the legal basis of the activity, the forms, means and methods of the activity, the result of the activity. The author drew attention to the fact that society is both a subject and an object of administrative and legal support.
