The author examines the grounds and the mode of application of the rule of law. Defines the criminal justice system. Risks that arise in today’s business environment reform in criminal justice, you can call the desire to «cover is not covered», «make unfulfilled» resort to the incorrect definition of the object or the subject of reform, and that is fatal – ymenuvaty methods of systemic reform, system – structural or structural – functional, not following the requirements of their application. In other words, logic has always corrected and saturated with specific historical material. General historical material (facts, documents, memos) helps to identify the nature of processes and phenomena only in unity with the logical methods of cognition, including commenting on these events, system-structural comparison.
