Thus, according to the authors, the investigation of criminal proceedings on the illegal traffic of toxic or potent substances or toxic or potent drugs still many problems, eliminating them as possible by changing the legal basis for the order of documenting and investigating crimes of this category, and the practice of pre-trial investigation towards the most complete, comprehensive and unbiased establish all the circumstances of the crime, and only if there is legitimate and justified adoption of the decision procedure.
