The Concept of the Sole court information and telecommunication system’s implementation, adopted in 2018, foresees massive and comprehensive incorporation of IT in the court system of Ukraine. The said system is designated to resolve certain important issues, including: to assure the electronic filing of the procedural documents, electronic and efficient communication between court authorities and judicial process participants, to manage court archives, the possibility to obtain relevant statistic data etc. With the purpose of clarification and provision of the electronic justice’ concept, the legal acts adopted in Ukraine regulating the implementation of the said system were analyzed by the authors of the paper. The purpose of the paper shall be to analyze the legal grounds of the electronic justice, to determine the main outlines of its implementation, to point out the difficulties of the SCITS implementation in Ukraine and to propose the ways of treatment of such difficulties based on the international researches in this sphere.
In the paper attention is paid to such basic grounds of the electronic justice such as access to justice, reasonable use of IT, assurance of speed and comfortable use of such IT, high level of safety of the electronic justice system.
The paper highlights the necessity of use of more appropriate and detailed definitions and terms regarding the electronic justice. Accordingly opinions from foreign sources are mentioned.
Electronic justice appears as a necessity in order to render justice in the frame of the modern conditions of the society development. The implementation of the European strategic approach is required. Such approach allows to guarantee the access to justice to all individuals, to overthink the suitability of IT use in the court system, to determine and to implement the optimal purposes and tasks of the electronic justice.
