The effectiveness of the investigation of crimes is determined not only by the criminal procedural competence of the investigator, but also by his reference. The level of the latter determines the professionalism of the investigator in the conduct of criminal proceedings, the effective implementation of the criminal procedural function and criminal procedural powers. Therefore, the competence and reference of the investigator should be considered together in scientific research. This determines the relevance of the study of the relationship between the competence and reference of the investigator.

The purpose of the article is defined: to carry out an analysis of theoretical ideas about the competence of the investigator and to investigate the issue of the relationship between the competence and reference of the investigator.

The analysis of theoretical ideas about the competence of the investigator is carried out. It is noted that the personal key competence of the investigator is a prerequisite for its development in general, a prerequisite for its development as a member of society and as a professional. Personal key competency characterizes the investigator primarily as a person, his understanding of the regime and way of life, the attitude to health, the assessment of their own actions, the attitude towards the common cultural values, their place and importance during the decision-making process. It is concluded that the personal core competence, which is divided into health-saving competency, autocompetence and general cultural competence, lies outside the scope of regulatory regulation, depends on the individual characteristics of the person holding the position of investigator and is the original competence with which the person at all enters In the society and subsequently holds the post of investigator.

It was emphasized that the communicative competence of the investigator is important and influences the implementation of the criminal procedural competence of the investigator, taking into account three aspects: 1) the manifestation of communicative competence in communication during the investigation; 2) manifestation of communicative competence in establishing relations with colleagues, management, other persons, communication with which involves professional activity – communication in a professional environment; 3) communicative competence in relation to making connections in the personal environment (family relationships, friendly, etc.) – personal communication.

The political competence of the investigator is to prevent the illegal influence of political levers on the implementation of his criminal procedural competence.

The civic competence of the investigator, which is in particular its ability to respond responsibly and effectively to civil rights and obligations, which are conditioned by the awareness of their place in society and the responsibility to him. Responsible realization of civil rights and obligations by a citizen is transformed into responsible execution of criminal procedural powers by the investigator, which usually affects the efficiency and justice of criminal justice in general.
